nterim Regulations of Henan University on the Administration of Recruitment and Training of International Students

Chapter I General Provisions

Article 1 In order to further standardize and strengthen the management of international students in our university and improve the quality of international student training, According to the education law of the People's Republic of China, the Ministry of Education of the People's Republic of China, the Ministry of Foreign Affairs of the People's Republic of China, the People's Republic of China Ministry of Public Security 42nd dictated to the measures for the administration of the school and to develop international students, the Ministry of Education of the People's Republic of China, 41 words "common colleges and universities student management stipulation", issued by the Ministry of Education of ordinary high school freshman student electronic registration notice of interim measures, "about ordinary institutions of higher learning awarded to foreign students try out method" in China, the law of the People's Republic of China on the entry and exit administration law and other relevant laws and regulations and in combination with the practical situation of our school, these provisions are formulated.

Article 2 The term "international students" as mentioned in these Measures refers to foreign students who do not have Chinese nationality according to the Nationality Law of the People's Republic of China and who receive education in schools. International students should abide by Chinese laws and regulations, respect Chinese customs, abide by school rules and regulations, and complete school learning tasks.

Article 3 Categories of international students.

(1) According to the types of education for academic qualifications, they are divided into: 1. Students with academic qualifications: undergraduate, postgraduate and doctoral students. 2. Non-academic students: preparatory students, language students, professional students and research scholars.

1. Self-funded students: all kinds of international students who have been admitted by our school and have been approved by the higher education authorities to study in our school, and all the required expenses are borne by the international students themselves (including financial aid). 2. Scholarship students: international students who have been admitted by our school and have been approved by the higher education authorities to study in our school, and all or part of the expenses are borne by various scholarships. International students currently receiving Chinese Government Scholarships: international students who are approved by China Scholarship Council and enjoy Chinese Government Scholarships. Confucius Institute Scholarship International students: International students who are approved by the Confucius Institute Scholarship Office and enjoy the "Confucius Institute Scholarship". Henan Provincial Government Scholarship International students: international students who enjoy The "Henan Provincial Government Scholarship" approved by henan Provincial Department of Education. International students of Henan University Scholarship: international students who have been admitted by our university and approved by the higher education authorities to study in our university and enjoy the "International Student Scholarship of Henan University".

Article 4 The enrollment, training and education management of international students shall adhere to the principles of "expanding the scale, improving the level, standardizing the management and ensuring the quality".

Article 5 IHAN College is the administrative department with full authority for international students of the University. Under the administrative leadership of the University Party Committee, iHAN College shall carry out specific management, guidance and coordination of international students in accordance with the relevant provisions of the State.

Chapter II Enrollment and Admission

Article 6 The International Han Institute is responsible for the recruitment and admission of international students.

(I) Responsible for the publicity and promotion of international students.

(2) Prepare general rules for international student enrollment. Among them: the fee standard applies to the relevant department for record through the finance office. The undergraduate level of discipline and specialty is reviewed and approved by the Office of Academic Affairs, and the graduate level is reviewed and approved by the Graduate School. The enrollment plan is determined according to the acceptance ability and needs of each training unit (secondary colleges and scientific research institutions).

(3) Review the passport, highest academic record, transcript, financial guarantee, physical examination and no criminal record of international students (aged 16-60), submit to relevant training units for professional examination, learning ability assessment, acceptance intention of tutors and other work, and then enroll international students according to the conditions of the applicants.

Educational background: With qualified educational background. International students whose Chinese language proficiency meets the admission standards and who apply for Chinese language teaching and training for bachelor's, master's or doctor's degree (HSK4, graduated from senior high school, can apply for the relevant bachelor's degree of Henan University. Bachelor's degree, HSK5 level, can apply for henan University related master's degree; Master degree, HSK5 level, can apply for the related doctor major of Henan University); International students whose English level has reached the entrance standard can apply for the undergraduate, master and doctoral majors related to English teaching and training (high school graduates, TOEFL 80 or IELTS 6, can apply for the undergraduate program. Bachelor degree, TOEFL 86 IELTS 6.5, can apply for master's degree. Master degree, TOEFL 86 IELTS 6.5, can apply for doctor's degree). The international students of this major with academic qualifications recruited by each training unit shall be subject to the document No. 184 of the School (2015).

Preparatory students: international students with a qualified academic degree but one year of Chinese language tutoring is required.

Chinese language advanced students: non-academic international students who study Chinese for short and long periods.

Professional advanced students: international students with long-term and short-term professional training.

(4) Timely mailing the admission notice of the admitted international students (including the international students of the same major recruited by each training unit), matters to be noted on registration, visa application form for foreigners in China (form 201 and 202), etc.

(5) Engraving and management of special seals for international student enrollment. According to the regulations of the university, the special seal for international student enrollment of Henan University shall be engraved and used for the seal of admission notice and visa application form (form 201 and 202) of international students. The seal shall be properly managed by the Institute and shall not be used for any other purpose.

Chapter iii entry into learning

Article 7 International Han College is responsible for the admission of all international students.

(1) Formulating the admission reception plan for new students.

(2) Arranging airport and railway station pickup services.

(iii) Arrange international students to live in the International Student Apartment.

(iv) Coordinate with the Finance Department to pay the student fees.

(5) To register with the admission letter of international students and relevant certificates (management system for international Students' status and academic qualifications of the Ministry of Education).

(6) To coordinate with the Exit and Entry Administration office and relevant departments to carry out the education work of Chinese laws and regulations, school management rules and regulations and China's national conditions for international students after their enrollment.

Chapter IV Foreign Affairs Administration

Article 8 International Han College is responsible for the foreign affairs administration of all international students.

(I) Responsible for the new and old international student visa processing. Help students to apply for Xl or X2 visa to the Chinese embassy or consulate in their country of residence or other overseas agencies entrusted by the Ministry of Foreign Affairs of the People's Republic of China according to their study period before entering China. According to the relevant provisions, the certificate filed by the competent department of education and the admission notice issued by the school shall be submitted.

(2) Responsible for the disposition of foreigner Medical Examination Records of new and old international students. International students shall go to the Chinese health and quarantine authorities for confirmation of the Physical Examination Records of Foreigners or for physical examination in accordance with the regulations of the Chinese health and quarantine authorities. The Exit and Entry Administration office of the Public Security Bureau shall handle according to law those who are confirmed by physical examination to be suffering from serious mental disorder, infectious tuberculosis or other infectious diseases that are likely to cause great harm to public health as stipulated in the Law of the People's Republic of China on Exit and Entry Administration.

(3) to be responsible for handling the "alien residence permit" of new and old international students, and the procedures for the termination of the residence permit of dropouts and expulsion of dropouts.

(IV) Responsible for the arrangement of celebrations of international students' domestic traditional festivals. International students may, with their consent, hold activities to celebrate their country's important traditional festivals in designated places and areas on campus. However, they shall not oppose or attack any other country or nationality, or say or do anything contrary to public morality. The university respects the ethnic customs and religious beliefs of international students, but does not provide places for religious activities. International students are not allowed to conduct any religious activities such as preaching or gathering in China.

(v) To be responsible for the examination, approval and administration of international student cultural fellowship organizations and international Student Federation.

(vi) Responsible for the recruitment and management of international student counselors. The proportion of international student counselors is no less than that of Chinese students, and they enjoy the same treatment as Chinese students. International student counselors are used to understand the needs of international students in study and life, and provide timely information, consultation, recreational and sports activities and other services and management work.

Chapter V Administration of school roll

Article 9 International Han College is responsible for the management of the school roll system for international students and the disposal of the school roll.

Article 11 International students should come to the university to go through the admission procedures within the specified time. If they cannot go through the admission procedures on schedule for some reason, they should ask for leave from the International Han Institute in written form with relevant certificates. The period of leave should not exceed 2 weeks in general. Except for the causes caused by force majeure, failing to ask for leave or failing to ask for leave will be regarded as waiver of admission qualification.

Article 12 Those who practice fraud or practice favoritism shall, once verified, have their admission qualifications or school status revoked.

Article 13 If a new international student is found to have a medical condition that prevents him/her from studying in school, he/she shall, in principle, be disqualified for admission and leave the country within a time limit. Those who have been diagnosed and confirmed to meet the health standards within a short period of time by a second-level a or above hospital may apply for admission and be approved by the school. They are allowed to retain their admission qualification for one year and return to China for treatment. The student who retains the admission qualification does not have the school roll, does not enjoy the treatment of the student in school and suspends the student. Those who have recovered after treatment during the period of retaining the admission qualification should apply for admission to the school, re-go through the admission procedures and obtain the school status by presenting the certificate issued by the second-level a or above hospital and after being confirmed by the health and quarantine department of China. Those who fail to complete the admission procedures within the time limit will be disqualified.

Article 14 The school adopts a two-semester system. Each academic year is divided into two semesters: autumn and spring. International students who have obtained student status should register at the school on time according to the school calendar. Registered twice per school year, respectively in the fall semester and the spring semester. Payment for the academic year shall be made at the beginning of the fall semester of each academic year. The payment shall be registered only after payment. Those who fail to register as scheduled shall go through the procedures of suspending registration or asking for leave. Those who fail to go through the relevant procedures shall be treated as absenteeism. Those who do not ask for leave or fail to register 2 weeks overdue will be automatically expelled from school.

Article 15 The maximum length of schooling for international students is: the length of schooling prescribed for undergraduate students in their major shall be extended by another two years. Those who fail to do so shall not be registered. The length of schooling prescribed by the master's degree program shall be extended for another 3 years. The length of schooling prescribed for doctoral students will be extended for another 4 years. For those who retain their school status because they return to China for military service, the period of military service shall not be included in the number of years of study.

Chapter VI Teaching management

Article 16 International Han College is the teaching administration department of the whole university for international students. Among them, the teaching and training of undergraduate students shall be submitted to the Office of Academic Affairs for examination and approval, and the teaching and training of graduate students shall be submitted to the Graduate School for examination and approval.

Article 17 Each training unit shall be specifically responsible for the teaching and training of professional advanced students and students with academic qualifications; International Han College is responsible for the teaching and training of Chinese language students, Undergraduate students of Chinese language and literature and master students of Chinese International education.

Article 18 Each training unit shall formulate a scientific and systematic training plan and report it to the teaching administrative department for examination and record.

(1) In principle, the training plan should be the basic professional courses and compulsory professional courses of our school's professional training plan. It should be adjusted according to the teaching training needs.

Overview of China (culture) and Chinese (as a first foreign language) are compulsory courses for international students. Political theory is a required course for international students majoring in philosophy and politics.

(3) For international students receiving academic degree education in a foreign language, the dissertation may be written in the corresponding foreign language, and the abstract of the dissertation must be in Chinese.

(iv) International students can choose corresponding Chinese courses in International Han Institute according to their Chinese proficiency, or they can study by themselves.

(5) International students are exempted from college English, "Two courses", military theory (military training) and physical education.

(6) International students who take the Chinese language course examination may hand in their papers half an hour later than the prescribed examination time and are allowed to bring Chinese dictionaries.

Chapter 7 Attendance and Discipline

Article 19 International students shall participate in the courses and other teaching links stipulated in the school training program (hereinafter referred to as the courses) and the activities stipulated by the school, and consciously abide by the learning discipline.

Article 20 The attendance of international students in class, practice and social investigation may be checked by various means. International students who are unable to attend the courses and activities stipulated by the school due to illness or other reasons should apply for leave in advance. If the leave is not granted or the leave is overdue, it will be treated as absenteeism. Students who are absent from class shall be given critical education or disciplinary punishment according to the seriousness of the case.

Article 21 International students should submit a written application for leave in advance, and the sick leave should be accompanied by the hospital certificate of Grade II A or above. Leave within one week shall be approved by the head teacher and the instructor (approved by the teacher leading the team during the off-campus internship), and shall be reported to the academic Affairs Office of the school for the record. Leave 1-2 weeks, by the institute responsible person for examination and approval, and reported to the institute and the International Han Institute for the record. Leave for 2 weeks --1 month, by the school and the international Chinese Institute of the person in charge of the signed opinions, and reported to the International Chinese Institute, office of academic affairs or the graduate school for the record; Ask for a leave of more than one month, advise him to suspend or drop out of school. If it is impossible to ask for a written leave in advance due to special circumstances, the applicant shall be allowed to ask for a written leave orally first and apply for a written leave in accordance with the above procedures afterwards.

Chapter 8 Transfer of Major and Transfer of Studies

Article 22 International students majoring in other majors other than Chinese Language and Literature may apply for change of major under any of the following circumstances.

(1) those who, after admission, are found to have some disease or physical defect and are proved unable to study in their original major but still able to study in other majors of the school after examination by the medical unit designated by the school.

(2) it is recognized by the relevant department of the university that it is indeed difficult to study and it is not conducive to personal development if one does not change his major.

(3) those who have outstanding talents in some aspects (such as high-level papers, academic research achievements, award certificates, etc.) and who are more able to give play to their specialties by changing majors.

(4) for other special reasons.

Article 23 International students majoring in Chinese Language and Literature are not allowed to transfer to another major in principle, but they can reapply for study in another major after dropping out. The school will review the application materials according to the relevant admission criteria and decide whether to accept or not.

Article 24 Advanced Chinese students who meet the admission requirements for international students with academic qualifications may transfer to the undergraduate major of Chinese Language and Literature.

Article 25 An international student who has one of the following circumstances shall not be transferred to another major:

(1) Grade 3 or above.

(2) those who should be treated as withdrawal from school;

Article 26 If an international student wants to change his/her major, he/she should submit an application together with relevant supporting documents, and the transfer procedure can only be completed after the approval of the relevant departments. The application for change of major shall be submitted by the training unit where the student is located, reviewed and approved by International Han College and reported to the Office of Academic Affairs and the Graduate School for the record. Scholarship International students should also obtain the approval of the various scholarship authorities to change their major.

In principle, international students are allowed to change their major only once during their study. Applications for international students to change majors are usually processed within one week of the beginning of the spring and fall semester.

Article 27 International students studying in other domestic colleges and universities may apply for transfer to our school for professional study, and the course credits obtained in the original colleges and universities may be confirmed if they meet the requirements for credit recognition of our school. Transfer of international students from our school is not accepted in principle. If an international student has special reasons to transfer to another school, he/she may transfer out after his/her application is reviewed and approved by the International Han College.

Chapter 9 Drop out of school

Article 28 An international student who falls under any of the following circumstances shall be expelled from school

(1) failing to complete his studies within the prescribed number of years of schooling (including suspension of schooling).

(2) failing to apply for resuming schooling after the suspension of schooling has expired more than two weeks, or failing to apply for resuming schooling after examination.

(3) having been diagnosed by a hospital of grade II a or above and confirmed by the school hospital to be suffering from disease or accidental disability and unable to continue studying in the school.

(4) failing to participate in the teaching activities prescribed by the school for three consecutive weeks without asking for leave.

(5) failing to register within 3 weeks after the registration time prescribed by the school and without any justifiable cause.

(6) I request to leave school, but persuasion fails.

(7) To deal with the withdrawal of Chinese government scholarship students, Confucius Institute Scholarship students and International students of Henan Provincial Government Scholarship students, it shall be reported to the competent authorities at all levels in advance and obtain their consent.

Article 29 The withdrawal of an international student shall be handled by an application submitted by the training institution, examined and approved by the International Han Institute, and reported to the Office of Academic Affairs and the Graduate School for the record.

Article 30 The International Han Institute shall be responsible for the aftermath of the withdrawal of international students.

Chapter X Graduation and Degree Conferment

Article 31 The graduation, completion and degree awarding of international students shall be handled by THE International Han College and examined and approved by the Office of Academic Affairs and the Graduate School. International students study within the time limit prescribed by the school, in the content of the professional training scheme regulations or, meet graduation requirements, international student achievement by the training unit, the material such as graduation thesis listing handed over to the international office of han college after the first trial reported and graduate school, approved by the graduate school office and report to the superior department in charge of education.

Article 32 International students who are unable to complete the courses stipulated in the training program within the schooling period may apply for an extension of their study period within the schooling period stipulated by the school. The application for extension of study time should be submitted by myself, reviewed by the training institution and The International Han College, and approved by the Academic Affairs Office and the Graduate School. Those who extend the study period shall pay the tuition fee and related fees according to the regulations.

Article 34 International students with demerit records or above shall submit a written application for academic degrees 2 months before graduation. After being submitted to International Han College for preliminary examination by the training unit, the application shall be transferred to the Office of Academic Affairs and the Graduate School, which shall submit the application to the Degree examination committee of the university for examination and approval, and decide whether to grant the corresponding degree.

Article 35 In case of loss or damage of certificates of graduation, completion or study or degree, the applicant may apply to the university for corresponding certificates. After verification, the school will issue the corresponding certificate for it. The certificate and the original certificate have the same effect.

Article 36 The International Han College shall be responsible for the formalities for the graduation and completion of international students.

(I) Formulation and implementation of the departure notice for international students.

(2) Settlement of international student fees and return of books.

(3) Going through the formalities related to cancellation of residence permit.

Chapter 11 Student id

Article 37 The International Student Card of Henan University (International Student Edition) will be issued by the International Han Institute to the new international students after registration. A student ID card is an important form of identification for international students. It is used to prove the identity of students on campus. Students are required to register with the International College at the beginning of each semester with their student id card and stamp registration on the id card. Students should keep their student cards properly and should not alter or lend them to others. In case of loss, please apply for cancellation and reissue in time.

Article 38 The one-card is an important voucher for students to borrow books, have meals and have fun on campus. It shall be jointly handled by the information management office, the logistics head office and the library, and supervised by international Sinology.

Chapter xii Scholarship

Article 39 IHAN College is responsible for the application, distribution, fund management and distribution of all kinds of scholarships for international students.

(1) To formulate and implement the next year's Scholarship schemes for international students of the Chinese Government, Confucius Institutes, Henan Provincial Government and Henan University.

(2) To promote and allocate students according to the teaching and training abilities and needs of various specialties of the school.

(3) According to the registration status of international students, the international students shall pay the living expenses and transfer the tuition fee, accommodation fee and insurance fee.

Chapter 13 Student Management and Services

Article 40 The International Han Institute is responsible for all the daily management of international students except professional teaching.

(I) Responsible for the management and maintenance of the international student information management system of our school.

(2) To be responsible for all kinds of recreational and sports activities for international students in our school, actively organize international students to participate in all kinds of recreational and sports activities held by the national, provincial, municipal and school, and provide necessary manpower and material support.

(3) Actively support the internationalization of campus culture.

(4) To be responsible for the rewards and punishments for international students of the university with reference to the "Rules for the Implementation of Disciplinary Punishment for Students" of our school.

(V) To be responsible for the communication between international students and alumni after graduation.

Chapter 14 Management and service of dormitory administrator

Article 41 International Han College shall be responsible for the management and living services of the dorm administrators for international students.

(I) Responsible for the recruitment and management of international student apartment management and service personnel.

(2) Responsible for the accommodation, accommodation and check-out of international students.

(iii) Responsible for reporting temporary accommodation information of international students to the Exit and Entry Administration departments in a timely manner.

(4) Do a good job in the normal operation of international student dormitories, public kitchens, public laundry rooms and student apartment buildings.

(V) Timely equip and maintain the relevant facilities of the international student apartment

(6) To be responsible for the allocation of articles, cleaning and 24-hour on-duty work in the apartment building.

(7) To manage and provide services for international students living off-campus.

Chapter fifteen School administration

Article 42 The Personnel Department shall recruit international student counselors in a timely manner according to the development scale of international student education in the school.

Article 43 The Student Affairs Office shall strengthen the support for all kinds of school-level rewards that international students are entitled to, and assist the International Han Institute to apply for the international Student Id card in time.

Article 44 The Youth League Committee shall create international campus cultural activities with harmonious coexistence of diverse cultures and support international students to participate in various cultural and sports activities held by the school.

Article 45 The Security Department shall, in accordance with the relevant laws and regulations of the State concerning foreign-related matters, do a good job in foreign-related safety education and safety protection for overseas students, and reduce or put an end to foreign-related cases.

Article 46 Libraries shall, in accordance with the needs of the development of international students' education, increase the purchase of foreign language books and Chinese as a foreign language books, strengthen the training and guidance for international students in the use of the collected literature, and comprehensively improve the level of their services.

Article 47 The General Affairs Office and the Logistics Group shall, according to the needs of international student development, provide sufficient international student standard dormitories (including indoor independent toilets, heating and hot water) and classrooms for the use of International Han College, so as to ensure the further expansion and development of the scale of international students in our school.

Article 48 The Equipment Office shall equip international students' classrooms with advanced multimedia and language laboratory equipment.

Article 49 The Finance Department shall

(I) Ensure the smooth implementation of the interim policy on international Student funds (the full amount of the fees paid by self-expense students shall be returned to IHAN College) and the allocation of funds.

(2) To ensure that all kinds of international student scholarships are required to be used, and shall not be misappropriated or occupied.

(3) Ensuring the budget, allocation and final accounts of the international student scholarship of Henan University.

(4) Timely grant living expenses to scholarship students.

Chapter xvi Supplementary Provisions

Article 50 Course assessment, performance assessment, postponement, retaking, exemption, suspension and resumption of study of international students shall be conducted in accordance with the relevant regulations of the Academic Affairs Office and the Graduate School on the administration of Chinese students.

Article 51 The international Han Institute shall be responsible for the interpretation of these provisions.

Article 52 These Provisions shall go into effect as of the date of promulgation.
